After completing his Civil Engineering from IIT Bombay, Kumar joined Purdue University, West Lafayette, Indiana as a summer research intern.

In 2018, he appeared in the Union Public Service Commission Civil Services Examination for the first time but unfortunately did not clear the exam.

The next year, he again sat for the Union Public Service Commission Civil Services Examination and finished as 290th. 

After being selected as a member of the Indian Defence Accounts Service (IDAS), he received training at the National Academy of Defence Financial Management (NADFM), in Pune.

Then in 2020, Kumar appeared for the UPSC CSE for the third time in 2020.

In his third attempt at the Union Public Service Commission Civil Services Examination, he became the top scorer.

In 1987, the Indian additional chief secretary of the Bihar government, Amir Subhani, topped the UPSC CSE exam and after 33 years, Shubham became the UPSC CSE topper from Bihar.
